This issue could happen AT ANY TIME, even after YEARS of passing smog without issue! After nearly pulling out all of our hairs because our newly purchased Jeep Wrangler TJ Rubicon would not have all the "systems" ready to pass smog, we looked into this issue and got to the bottom of it. This is the TSB 25 001 07 repair as outlined by Jeep from many years ago. It involves opening your PCM and slicing and splicing wires together in order for the jeep to pass state and local inspections including smog check. We took the jeep to the dealer and they declined to do the repair, even though we have a letter showing it has a lifetime warranty.
