JDM come with holes already, but you can drill out your own and place bulbs in it.

ya, i had these in norcal too, Never had a problem with the police. But I know up north they are much more strict.
Im in socal now, and all I can do is laugh when i see the cops on the side of the road with their radar gun, and its just beeping at everyone speeding! lol I have no idea how they choose who to pull over. lol heck down here I got honked at by PRIUS's when im doing 75 in the slow lane.... SoCal is a whole other place

No its all custom. Had to dissasemble them and install circuit boards with leds.
