i want to create a custom vehicle similar to this but with doors and 15 inch ride height and small engine and a massive gas tank for like 50 to 80 mile with max speed of 45mph
Those little Japanese mini trucks could be a good platform! I know lots of people have been importing them and they go for fairly cheap.
