Wiring in a combo. Lighter and stereo

Hi all, I have a feeling I might be in the wrong place to ask questions like I am about to. I have bought a combo and would like to change the stereo, and rewire a cigarette light (for charging etc.) before I try any of that I feel I need to find out what this terminal (not sure if that's the right word) is. I'm hoping it might be something useful but as it's an old post van I think it might be of no use to me. Any ideas?

Do you have a volt meter? They are pretty cheap, you’d be able to test the terminals and see which one is providing power.
